On August 25, in response to the central government's strategy to boost domestic demand, stimulate private investment, and encourage consumer spending, the Ministry of Finance and other relevant departments jointly issued the "Notice on Further Coordinating Fiscal and Financial Policies to Promote Domestic Demand" (Finance [2026] No. 71). Has the subsidy amount changed?
The maximum annual loan balance eligible for interest subsidies for small and micro enterprises per single client has been raised from 50 million yuan to 75 million yuan.
What new categories are included in the subsidy coverage?
New working capital loans extended to eligible private small and micro enterprises are now included in the scope of the interest subsidy policy.
Are the subsidy rates different?
For eligible working capital loans to private small and micro enterprises disbursed on or after August 1, 2026, the central government will provide a subsidy of 1 percentage point per annum on the principal, with a maximum subsidy period of two years. For eligible fixed asset loans to private small and micro enterprises disbursed on or after January 1, 2026, the central government will provide a subsidy of 1.5 percentage points per annum on the principal, also with a maximum period of two years.
When does this new policy take effect?
In accordance with the Notice, the optimized subsidy policy is effective from August 1, 2026.
Are there any fees for this service?
The bank does not charge any service fees for processing these interest subsidies and has not authorized any external institutions or individuals to handle applications. Clients are advised to guard against fraud to protect their property and information security.
What are the consequences of violating loan usage or subsidy application rules?
The bank will review the use of funds and monitor actual loan usage as required by policy. If relevant authorities or the bank discover serious violations by a subsidized enterprise, the subsidy funds will be recovered.
