Chinasoft Secures RMB245.22 Million Xi’an Smart Transportation Contract, Sets Multiple National Benchmarks

Chinasoft INT'L (00354.HK) disclosed that, as lead member of a consortium, it has won the 2026–2027 Xi’an Smart Transportation Construction Project from the Traffic Management Detachment of Xi’an Public Security Bureau with a contract value of RMB245.22 million. The mandate formally launches large‐scale execution of the group’s “AI + OpenHarmony” dual-engine strategy in the smart-transportation vertical.

The project targets an AI-driven, city-wide traffic-governance system for Xi’an—China’s fourth-largest city by motor-vehicle ownership—through three pillars:

1) An AI-enabled collaborative dispatching platform designed to deliver real-time traffic assessment, closed-loop command and rapid emergency response across public security, transport, meteorological and government data domains.

2) A dense perception network covering 4,082 traffic sites (2,290 in Phase I), supplemented by 145 traffic-meteorological stations and 85 mobile perception units. The network will gather multi-dimensional data on pedestrians, motor vehicles and non-motor vehicles, enabling second-level incident alerts.

3) Mass deployment of five categories of OpenHarmony-based devices—including signal controllers, dynamic perception units and enforcement cameras—integrated via a unified IoT platform to support applications such as signal optimisation, congestion handling and near-field O&M.

According to the announcement, the contract establishes three industry firsts: • Largest single city-level smart-transportation project scheduled for 2026 nationwide. • Biggest single OpenHarmony ecosystem order to date in terms of contract value, device volume and technology rollout. • First large-scale OpenHarmony deployment in a megacity’s mission-critical governance scenario, moving the system from pilot testing to commercial production.

Chinasoft stated that the win validates its end-to-end capabilities in “OpenHarmony + AI + industry scenarios,” reinforcing its leadership in localized smart-transportation solutions and providing a replicable model for other major Chinese cities.
