Between June and July of this year, Qinghai Province exported over 10.06 billion kilowatt-hours of electricity. Notably, the single-month export volume for July reached 6.05 billion kilowatt-hours, setting a new historical record. This achievement highlights the province's effectiveness in both clean energy consumption and cross-regional power supply assurance, as announced during a press conference held by the Provincial Development and Reform Commission on August 20th.
During this year's summer peak demand period, the Qinghai Provincial Development and Reform Commission and the Provincial Energy Administration coordinated efforts to balance power supply security with clean energy consumption, ensuring the overall stability of the power supply. To date, the province's electricity supply and demand situation remains generally stable, with electricity consumption growing steadily. The maximum load on the power grid reached 13.31 million kilowatts, a new high for the summer peak season, reflecting a year-on-year increase of 3.57%. Meanwhile, average daily electricity consumption hit 288 million kilowatt-hours, up 5.13% compared to the same period last year.
The province's summer energy assurance period typically runs from June 15th to the end of August, lasting 78 days. In contrast, the winter assurance period extends from October 15th to April 15th of the following year, covering 183 days. Given the province's high-altitude location and long, cold winters, the seasonal energy consumption peak is fast approaching. Considering the persistent uncertainty in the international landscape and the increasing frequency of extreme weather events, the Provincial Development and Reform Commission and the Provincial Energy Administration are fully preparing for winter energy security.
The authorities will actively leverage the provincial inter-departmental coordination mechanism for coal, electricity, oil, and gas transportation. They plan to implement daily monitoring of energy supply and demand throughout the winter period, dynamically assessing changes in the energy landscape. This approach aims to comprehensively enhance early warning, forecasting, emergency dispatch, and support capabilities for energy security.
Additionally, efforts will be made to urge both supply and demand sides to sign procurement contracts for coal and natural gas. During the winter assurance period, the focus will be on improving contract fulfillment rates to stabilize expectations for energy supply. In accordance with the requirement to "store as much as required," the province will strengthen government energy reserve capacity and urge relevant enterprises to fulfill their reserve obligations. The goal is to maintain coal inventory at unified dispatch power plants sufficient for over 20 days of use, thereby boosting peak-shaving supply capabilities.
The province will also promote the safe and stable production and increased supply of coal and natural gas, ensuring that all types of generating units operate at full capacity. Efforts will be made to coordinate and strengthen railway capacity for heating and power generation coal, guaranteeing the stable operation of main natural gas pipeline networks to enhance energy supply capabilities. Furthermore, the province will dynamically refine the list of non-residential interruptible natural gas peak-shaving users and power load management plans to bolster emergency response capacity.
As the upcoming winter peak period approaches, the province will strengthen overall coordination. Working with various cities and prefectures, as well as relevant energy enterprises, the focus will be on enhancing preparedness for severe weather conditions such as low temperatures and freezing, ensuring that the public remains warm and comfortable throughout the winter.
